WHERE TO est une décision tactique courte — pas un NNC.
WHERE TO
[Notify/Standby *ATC* - Standby Cabin]

Any time an emergency or non-normal situation occurs, ensure that the following conditions are met before initiating the Non-Normal Checklist (NNC):

The “WHERE TO” is an initial short-term tactical decision about where to direct the flight in order to complete any NNC/procedure, gather all considerations and options, and communicate and prepare for landing.

As gaining altitude usually offers a better range and/or options, it is highly recommended not to level off at lower altitudes and remain close to the departure airport (i.e. busy airspace), but rather choose to climb to a reasonable altitude and proceed on-route towards destination or alternate, unless a time-sensitive condition exists.

ATC/CARS/FSS shall be advised and Emergency Services shall be requested if required.

The Cabin Crew should also be advised and put on standby when the situation warrants.
